Fullbacks (LB/RB) stay back while attacking

When I give my fullbacks the instruction "Attack" with Attacking Focus, they do not move forward as intended. Instead, they stay deep in defense and rarely push up the pitch.
The recent patch notes mentioned that this issue was fixed, but the problem still exists. Fullbacks continue to remain in defensive positions even with offensive instructions applied.
