I'm getting that same bug. Xbox controller, everytime I press a button, the game thinks it's a PS4 controller.

Using a Keychron Q1 HE keyboard. When the game is the active window, the game considers my keyboard to be a PlayStation controller. Tested with all USBs plugged into PC. Current workaround is to unplug the keyboard and the game permanently switches to my Xbox controller as I would expect.

Hey, I had the same problem, and it was with a 3Dconnexion SpaceMouse. My character kept rolling very, very slowly, and it always instantly switched from my Xbox controller to the PlayStation layout. I had this issue with the SpaceMouse before in Trackmania, and the solution that worked for me was to remove the SpaceMouse adapter from the PC and restart it. After that, the problem was solved.
Same issue, hopefully this can be resolved without having to disconnect hardware every time i open the game...

I unplugged my keyboard which was the keychron q1 HE. And that fixed everything. Switched back to my custom wooting, disabled gamepad mode, and that pretty much fixed everything.
not sure what mine is... unplugged both my keyboard and mouse but no luck :/

Posting my solution just in case it can help anyone else.
If you're on a Hall Effect (HE) keyboard, you might want to disable it being detected as a controller entirely on steam.
Device Manager -> Human Interface Devices -> HID-compliant game controller (Right Click and disable this).
Then turn your controller on/plug your controller back in. Adding on to this: I was able to make my controller work by disabling vjoy drivers

was having the same issue but this thread helped me resolve it and just wanted to add on to this thread a bit, I have a gaming keypad (Razer Taurus V2) and it has a single joystick control and the game was recognizing it as a PS4/PS5 controller for some reason but now that I have unplugged it the game is no longer bugging (for now)
