Game World slows, with Opera open or streaming on Discord

Outside of the usual FPS drop, the entire game world slows to a crawl whenever Opera is open, or I'm trying to stream over discord. While the game does drop from 70 to about 30, my characters speed turns to about half, everything stutters/chops, including my inputs, and the input lag is obscene. I understand the game world's speed is probably tied to fps, like the older games, but it also makes this engine near unplayable when you have issues.

I'm currently unsure if this has something to do with Hardware Acceleration, but Skate. should not be the only app open on my computer if i want to play it, this is getting out of hand.
