Go to the extrovert to level up

Stuck on a mission at the start cannot progress in game. Need to go to the extrovert to level up which I have done and still won't progress the mission even tho it says the task is complete. I've uninstalled and reinstalled the game, tried joining other parties like other people say on here but nothing seems to get it to work.
