Same issue, same specs - NVIDIA 4070 SUPER with most up-to-date GeForce Game-Ready Driver (as of 1/9) on Steam. It seems to only occur for me if i attempt to turn HDR or V-Sync off after turning it on in the settings. If you don't mess with those settings in-game, it seems to be okay. Basically anything where you have to hit "Apply" will mess it up.
My current workaround has been to simply not touch any of the in-game settings besides DLSS, Motion Blur, and DoF, and adjust HDR and V-sync using Windows HDR Settings and NVIDIA Control Panel respectively.
