Product Box progress bar

For me the progress bar for each product box (hedgemont, market mile, and gullcrest) is "full", but the number says otherwise.

For example it says "3/38" but the green progress bar is full. Does it mean I got everything from the box or is it a visual bug that the progress bar should not be at 100% yet?

I still can open the boxes, but the progression system on these last boxes is quite counter-intuitive because the progress only increases when you actually get a new item and does not change if you get a title or similar.
