Tour 3: Express Yourself

The mission is Put On For Your City. To progress the missions, I need to do challenges in Gullcrest Village. I keep knocking out challenges, but the mission status just keeps saying 0/15. And yes, I've been doing challenges in Gullcrest Village. I even tried doing challenges in other areas to see if that would change anything. It did not.
