un-skateable rail in Under Cut (market mile)

name says it all, wooden rail that seems to behave as either a wall or a box of some kind? doesn't let you touch it or ride it. only the wooden rail in the pic seems to behave that way. (for the map pic, see the trees where my arrow is pointing, this is where the rail is located) ((PS: after a bit of testing, the two wooden rails at that spot seem bugged))
