I use all of my attempts on raids then the next chapter of episode quests unveils for completing raid attempts. I can’t replay my attempts and it doesn’t count what I have completed. Thus making it where I can’t achieve the episode quests.

That's not a bug, but working as designed. You need to wait for another raid to be started to complete the quest. The Episode quests are available as long as the episode lasts, so you should have plenty of time to complete that quest.
