In the past month, I have gotten two characters to 7 stars and relic gear level 5. This past week, these two characters went back to 6 stars but it still shows them as relic gear level 5. Padawan Sabine Wren went back to 39 out of 100 shards. Super frustrating that I have to farm these characters again.

As can been seen here. Padawan Sabine is relic gear 4 but it shows that she is 6 stars. I could only upgrade relic if I was 7 stars (which I was).
There was a recent update where you can now relic characters at less than 7 stars. Are you sure you didn't just do that with Sabine at 6 stars?
