Maz Kanata Pirate Queen (leadership) allowing TM gain against JMK

Maz Kanata's leadership is allowing TM gains in multiple situations where it should be prevented, the easiest to demonstrate is against Jedi Master Kenobi. I believe she is doing this because the turn meter gain in her leadership is tagged as "quicken" rather than "speed_recovery".
