“New Packs” notifications repeatedly appear for already owned packs

Every time I launch the game, I receive “New Packs” pop-up notifications for expansion/game/stuff packs that I have already owned for a long time. These are not newly purchased or recently installed packs. The notifications appear consistently on startup and do not seem to register as “viewed,” causing them to repeat every time I open the game.

I have restarted game multiple times, allowed full menu load before interacting, ensured game and system are fully updated and restored licenses on PS5.
