[AA] Can't place jelly fish to spawn jelly butterfly

Vanilla test game. No mods. No CC. My Sim can't place a jelly fish on the ground to spawn the jelly butterfly. It keeps saying: More time needs to pass before more Jelly Butterflies can be summoned....
