This exact same thing happened to me. I created a new save to play with the new pack. A single-Sim household who I sent on a Romantic Competition Getaway to Love Highland for 6 days. I played for one in-game day until the first elimination at 11 am. Saved and Exited the game.
When I loaded back in I selected to Resume Game, but I was taken to which household I wanted to play, I selected my Sim. I had a notification saying "Welcome back! There's still days remaining in the Getaway. Make the most of it!" And an option to extend the Getaway. I tried to extend the Getaway hoping the Getaway UI would come back as it was completely missing not just a blank bubble, I selected another 6 days. The Getaway UI still didn't appear, and all Getaway related interactions were missing from the social interactions menu.
I started a New Save, made the same Sim sent them to the Romantic Competition Getaway in Love Highland, played until the first elimination. Saved and Exited to Menu then clicked Resume Game. Had to select my household again. Getaway UI still missing, same "Welcome Back!" notification. I travelled with my household off the lot and selected the other contestants to come with. Still didn't have any of the Getaway related social interaction options. But my Sim was able to "Return to Getaway". Clicked that and still nothing.
Then, I Exited to Menu without saving this time. Clicked Resume Game, selected Household this time the Hosts of Love Highland. Getaway UI was somewhat missing this time, I had an blank bubble under the Forever Friends Event as shown in OPs screenshot, except without the weird travel interface.
I have all EPs, GPs, SPs, and Kits. I never play with Mods or CC. However I play with an external hard drive. Laptop Mode on. And -dx11.

Yes. Didn't imagine that would be the problem.
