Today I experienced the same issue during a Fitness Retreat. I made sure the staff had both Clean and Make house chores (don't remember the specific task name for this one) on the timeslot, but it did not work as intended. I tried in more than one save file also, but there is not a clear pattern for when it works, because they should follow the task during the guests free time, but it's not happening.
