I believe this is the same issue: yesterday when I was trying to include makeup for several outfit categories using the new button, it said "Nothing in Makeup category is currently being worn." Even though I do have makeup on my sim but just not any eyeshadow. In the picture here, I have clicked only on the main makeup category on the left where it should show all the makeup in the list (eyeshadow, lashes, blush, lipstick etc.) but the game shows only eyeshadow. And thus, when I tried to apply all of the makeup for several outfits, the game thought I didn't have any because it was showing only eyeshadow (which I wasn't using).
I hope I made sense 😄 I play on PC, no mods or CC. Definitely started after the latest patch.
