I recently learned of this issue and that it's also a simple fix, but I couldn't find a formal bug report to upvote so it could be fixed sooner.
The issue is that YA African males when spawning in-game use the Asian male tag set, so often African males have asian names and features.

this was supposed to be fixed a while ago (excessive Asian names) so to be sure, please post your version number.
Also are you using mods/cc ?
I do use mods, but I tested with mods disabled after I updated to the newest update. My game version is 1.120.117.1030 DX11. Here are screenshots of in-game code showing that YA African male template is using the YA Asian male tag set. I will play for a couple more days mod free-though to make sure. I was only reporting because learned of the issue from another mod and wanted to upvote, but there wasn't any reports about it.
I get this (PC, version 1.120.117.1030, doesn't appear to matter if I have mods or not but I don't use CC, I usually remember to delete the cache). Excessive Asian names appears for all ethnicities and it never improved after that original fix, and it's worse with City Living because a sim may have African features, Indian clothes, and an Asian name (or any combination of mismatch, and sometimes the name and clothes match but the features don't).
