After the latest update, the Programming skill no longer enforces level-based restrictions. A character with no prior programming experience can immediately perform advanced actions (hacking high-security systems including a supercomputer, modifying any game, writing plugins, freelancing, creating video games, viruses, mobile apps, etc.). At level 1 the only permitted action should be practice programming.
Steps to reproduce:
Create or load a character without the Programming skill.
Buy a computer.
Open the Programming skill actions/interaction menu - all actions will be available without skill level restrictions.
Expected result:
At Programming skill level 1 (or for characters with no prior experience), only the “practice programming” action should be available. Higher-level actions (hacking high-security systems, modifying games, creating complex software, freelancing, making viruses, etc.) must remain locked until the player reaches the appropriate skill thresholds.
Version 1.118.242.1030 (PC)
For verification, I deleted the Sims 4 folder from Documents, repaired the game through the EA app, and started a new game.
