I've also been waiting to hear if anyone else was having this issue. I've been trying to figure out which of my mods is causing LEs and this is not a mod, this is a base game item that is causing LEs. I ran a clean game with no mods and got this LE plus some clothing spiking in the jogging outfit that was giving as a reward.
