Bit unsure how the scenario ties into report. I don't play scenarios so it this task part of the scenario or just a want the Sim has ?

It's not part of the scenario, but it's part of the snob feature. Maybe the fact that I'm playing a specific scenario affects the game behavior and somehow is creating this bug, I don't know.
And yes, I do still have this bug and it's like the post you shared with me.
