[BH] Can’t open small business

I'm converting some of my retail lots to Small Business venues since retail lots are currently broken for me (reported on the appropriate bug report). On Xbox Series X with all content installed. Converting them to SBVs has enabled my Sims to shop again. It's been working until I got to my florist who has 2 branches of her business. I converted the first location in Magnolia Promenade, set it as a Shop with no problems and it tested fine as an owner and as a shopper. 

The problem began after converting her 2nd location in Mt Komerebi. This was a Residential lot (unplayed as residential) that I converted to Retail originally 2 years ago. I converted it to SBV yesterday and it automatically copied the SB settings from her first location which is fine. I thought I'd opened it but nobody turned up and nobody could shop there. I visited with another Small Business owner and clicked on the kiosk to pay, but all I got were options for her own tattoo business and she couldn't buy the flowers but got the option to sell them... despite this not being her business. I switched back to the owner and clicked to open it in the business tab and on the kiosk but it wouldn't open and the 75 simolean fee wasn't taken. I hired staff and double checked the business settings and other location but can't see an issue, the settings are the same but one works and the other does not. I sold it and repurchased it but it made no difference.

• Did you build the small business yourself from scratch or download something from the gallery?  Built it.
• Did you build the small business on a lot that used to be a residential rental at some point? No.
• Is this for a small business venue or a residential with small business? SBV with living quarters above, not for living in but for sleeping over if working late and with that area not accessible to the public but all downstairs and exterior areas are designated as Public including the porch access to the store. Both locations have this identical layout.
• Do you have multiple lots for the business? Yes. 1 other location, closed before going to location 2.
• Do you have other businesses in the household? No.
