Sorry I can't share my save but can answer other questions. I think there was one employee before the business opened, and I added two more during the time it was open by clicking on the owner (since the tab was showing as not owning any businesses). Can't remember if the employees had careers, one might have been a high school student? I think the owner was also employed at another small business.
I'm not sure if the first link you sent applies, since my issue is with the new Businesses + Hobbies at that looks like a much older post? Unless it all works on the same system. I don't have the other businesses pack.
The 'can't open small business' thread could be related, though I was able to open the business. It just then wouldn't close, either when I clicked on the kiosk to try to close it, or then later after the 24 hours had run out. If it helps, the lot had never been a residential rental, I'd built the house myself and the lot had been empty before that.

yeah, the empty panel first showed up with the for rent pack which is why I think it might be just a symptom of something. Do you also not own For Rent ?
Ah that makes sense. Yes I do have For Rent. The household had been tenants in a residential rental before I moved them to the new lot (where the error happened), if that makes any difference.
Also - I was adding new employees during the time when it glitched and stayed 'open' because the previous two employees had died/disappeared while I was playing with a different family. One of the previous employees had been a ghost - just in case there's any links to what laurenlola22 said below.
