Sims never clean any tea set after it is used, preventing further use. This includes on public lots where tea sets are present during club gatherings with clubs set to "drink tea", and at small businesses where "drink tea" is a business activity. Club members will pour tea and drink, likewise so will customers at businesses, but once it has been used once, it is never cleaned, even after lot reloads. Even if an employee or club action is set to "clean," cleaning the tea set is seemingly not included, and thus prevented from ever being used again autonomously until a player manually cleans each of them.
