[BH] Small Business doesn't allow clothing optional /not mentioned as exception

Hello everyone,

I don't know if it's a bug or not, but I would like to know if the "Clothing Optional" trait is disabled for Small Bussiness Venue ?

I don't see "Small Bussiness Venue" in the list "Not available for", that's why I'm not sure if it's a bug.

I also want to know this is intended or bug problem as I was playing B&H on PS5 and want to have small business venue to have clothing optional as one of the option that we can have.
