My sim is skilled up to level 8 in tattooing but tattoos from prior levels are still locked.

Ideas
I'm on PC, have mods but have pulled the outdated reward store mod and all my custom tattoos in case that's what was doing it.
Both my Tattoist and receiver have maxed the skill, but the skill-based tattoos are still locked in all saves.
