I do have mods and cc but none of that would be affecting ui. That button doesn't show up for me nor does the O when I press it.
Please move your mods folder to the desktop, delete Documents > Electronic Arts > The Sims 4 > localthumbcache, repair your game and then try again on a backup of your save to see of you can duplicate the issue on a game with no mods.
I planned on doing that tomorrow when I get home from work!
I did everything, i think its bugged because i redid my sims house before the patch came out that removed the outlines and now its just bugged on that lot!

Yes, building works just fine on all of my other lots, even in that save.
