Burglar alarm disarms and won't rearm

For me the burglar alarm said it was armed, but it didn't work anyway. It was not next to the door but close to it, and it neither made a sound, called the police or chocked the burglar (it is fully upgraded). I had one sim fight the burglar while the other called the police. The police came in, watched the fight, and stood by as the burglar ran off, then just stood around doing nothing. 

I would happily send in my save file but I use mods.
