Are you using mods/cc in your game ?
I do use mods occasionally, but in February when I made the post, I didn't have mods/cc installed and played vanilla. I have this issue in all the save files I played so far. If it helps and the issue lays in the fact that the save is from before or after the update that introduced burglars - all my saves are from before the update.
