I am not sure if I experience the same issue, but it might be similar:
I have a save I have been playing for years. It started with a last exeption showing often when I travel just a few days ago. It seems to be related to Evergreen Harbor. Lily Feng lives there and owns a business. When I load into the household I can't see the business she owns. I go into the build mode and back and the business ist there.
I dublicated my save file, deleted my mods and pulled the localthumbcache. I have the same error without mods and CC.
