I wanted to write back here; in case it works for anyone else.
Apparently when you uninstall a mod, it can still keep files behind. I personally didn't recognize any unusual files, (unless the forum I read meant the mod edits a file).
I decided to reset my Sims 4 folder, following these steps. I entered the game, placed lots down, moved several objects and it worked. I then put in saves, tested it, tray files, tested it, and lastly my mods and it all worked!
I'm hopeful that me doing that fixed it because I tried several times to recreate it. I tried it in new and old saves.
Just remember to make a copy of the "The Sims 4" folder and to rename it, so you don't lose anything important.
