Did you test this on multiple saves too ?
None of the lots have ever been off grid. I will test on a different save as well.
Can confirm multiple saves are involved. Also every world that I tried was affected as well.
I just had this happen. New save I made for the new event, never been off the grid, never played any other households. No mods on right now. I'm in an apartment in San Myshuno, but there haven't been any power outages/unpaid bills or anything else I thought might have caused it.
This happens to me in every save, every household, never using the off the grid lot trait.
