Can't clean dishes/potty cause of missing trash can (there is one)

I've had this issue on Mac and PC (laptop) for forever with anything that requires a trash can. Multiple saves, different lots, all with SEVERAL trash cans on the lot that are fully accessible. Game is always up to date and this happens with or without mods installed.

This bug seems to happen at random, but frequently. Basically, when I go to click on a dish for my Sim to clean it won't give the clean up option and will only give the throw away one, but the throw away option won't be available because there is supposedly no trash can despite this not being true. I can still drag the plate to the sink or trash can. I have found that it goes back to normal after my Sim has done another action instead, but it is still annoying. 

I cant clean up certain dishes because it says I need a trashcan. The plates are perfectly clean but also I have a trashcan. I also have an outside wasteland. The trashcan is not full and I can wash other plates but not these certain ones.
