Can't go fishing on Sulani?

So I just updated the game version to the newest (the 25th anniversary free update). I'm trying to play rags to riches and want my sims to collect fish. But I can't go fishing anywhere on Sulani! Everytime I clicked the fishing sign, my sims said they can't go there? I have tried to reset sims but it doesn't change anything.

Is this because of the update? Thank you before!
