This happened yesterday for the first time for me and weirdly enough, affected only some of the plants. I had them outside on the Cottage Living garden patches. I clicked "water", the sim went up to the plant and the action just disappeared from the queue without the sim doing anything. This resulted in one of my plants dying. But before, when I was planting those same plants, I was able to water them just fine. It was very random and weird.
