The premade dog, Captain Withaker does no longer appear as a ghost in Cats & Dogs expansion pack. Let him hunt the beaches of Brindelton Bay again?

I am also having this issue. Captain Whitaker spawned in as an alive stray dog on my lot after I added the dog hangout lot trait.
He lived out his dog life and aged up to an elder, eventually died of old age, then visited his grave, and then was added back to my household as a ghost dog. Just adding this in case it is helpful information.
