Walking dogs is so frustratingly buggy, I've had the sims spinning out on the spot, dog stretching the lead and disappearing into oblivion, both of them walking to the areas spawn in spot and just standing there indefinitely, my sim changing into swimwear mid walk and ditching her dog to go swimming. It never works as intended and I don't bother selecting "go on a walk" anymore, just leash the dog and click an area on her lot and choose "go here" that seems to satisfy the need for a walk from the dog and gives my sim the energized moodlet from walking the dog. I never noticed this problem in Brindleton Bay though, the cats and dog world seem to work fine for walking the dog, for me anyway. I play on PS4.
