Same. On PC. I changed the lot to a gym and NPCs were spawning. So this is just a vet issue. All other "vendors" seem to be showing up like mixologists, yoga instructors, bubble tea vendor. Just vets don't come.
Using an exam table at home does not work either. When diagnosing, none of the exam results populated. Once all of the exam options were exhausted I went under treatment. A treatment was recommended but as you can see, it lists there are "insufficient business funds for this". However, with it being at home, there never was a "business" required. My sims also does not own a vet clinic or other business.
Oh darn... it worked for me a while back, but I also cheated my sim to have level 10 vet, so I'm not if that made a difference! I used bb.showhiddenobjects and grabbed the wonder treat from BB as a second work-around!
