Question: Is there any sims player who does not have this problem with new saves?

I play on PC and start a fresh, mod free save file after each patch. Every time I start a new save, all of the premade cats, dogs, and horses disappear. I have removed ALL mods and CC, cleared my caches: online thumbnail, local, avatar, sims texture, and notify. I have repaired my game. Premade pets disappear every time. I am so surprised this is not major news.
