I keep having this issue and also the premade in Hemford (Mayor, Ms Crumplebottom etc.) they are replaced by random npc as soon as you make a new save :(

You may be experiencing another different bug if Crumplebottom and the Mayor of HOB are changed immediately in a new save. I found that if you add the creature keeper to a club, he gets replaced by a different townie.
