[CD] No option to lecture attacking cats/stop from attacking

What's happened to the Lecture to stop attacking for the Sims 4 cats & dogs? I can't get my cats to stop attacking each other no matter what I do. They have the friendly trait so I don't know how to ...

Seems this has been a known issue for a while but I couldn't find a new bug report.
