Brand new vanilla save. No mods. No CC. Brand new Playground with only Base Game items.
Only children and toddlers plus a Chaperone show up at the Playground. The kids play on the playground equipment, but don't interact much with each other unless initiated by my child Sim.
Lot traits that might attract other Sims - adults, teens, pets - don't seem to work.
It appears that the toddlers leave as soon as the Chaperone leaves or when my child's parent leaves, if there isn't a Chaperone. Activity seems to die down around 8 or 9ish.
This is a smaller lot (20x30) than my original test lot (64x64). On the smaller lot things look a lot a bit busier.
I'm wondering if this is as intended and not a bug? If it is as intended - a kids and toddlers only lot, no adults/teens/pets allowed - this might just be a Game Discussion or Feedback issue.
Needs clarification.
