[CD] Putting Pets up for adoption event getting stuck (Patch 1.62.67)

I used the phone to put pet up for adoption and the adoption worker came but never took the pet. Now it’s stuck saying adoption event in progress but the adoption worker isn’t taking the pet. It won’t let me save the game or travel or go into build mode etc. It says “you cannot do this while a Sim is leaving your household!” This is the second time it’s happened, the first time I gave up and quit the game and then started it back up to try again and it’s still happening. Also, the adoption services Sim is Judith Ward, and she’s not wearing the proper clothing that the adoption services Sims usually wear. I attached photos
