I'm not sure if this is a bug or by design, but wages only seem to be paid to employees who are part of your household.
I was playing the townies and had planned for Venessa Jeong to work as a bartender between acting gigs (not own a business).
I hired her to work the bar in Johnny Zest's small business "Open Mic" (and 2 other comedians to do comedy at the microphone or mentor Johnny), while patrons drink bar drinks and watch entertainment.
According to Johnny's financial records Venessa should've earned $2952 (a third of the employee wages) but her household funds don't reflect this.

Please use this thread for small businesses only.
There's a similar issue for vet (and potentially other businesses here): [CD] Vet: Employees not getting paid | EA Forums - 11952362

My retail and restaurant owners do not pay their employees. I've tried with no mods in a fresh save file, and it still happens. It takes the fun out if it's not challenging to make a profit :(

After I close the business, there are no reported wages for my two vet clinic employees. I do not have Businesses & Hobbies, this is just with regular gameplay.
Also, employees often get fixated on one thing that has nothing to do with Treating Patients or Cleaning. One employee was fixated on talking to a plant for their entire shift at the vet clinic.
In addition, on another occasion I closed my vet clinic business and 1 employee, 1 customer and 1 sick pet were stuck/ frozen on my lot. Could not click to reset any of the above.
