When in CAS saving a relationship to partner (with the cheat cas.fulledit) it does not save. Well, it does, but not when going back to the game.
I made a video to show what I mean.
I play on pc. For testing I created a new save file with no mods and repaired the game.

can you confirm if partner is the only relationship you have issues with ? Or do the others also not stick for you ?
So I got back in my game, back in this new save file and checked another relationship. I checked with spouse and this worked.
But partner still does not, double checked to be sure.
Others I did not try
This happened to me as well when I was creating sims. I thought it had happened straight from when I first made them, not after doing cas.fulleditmode, but it's possible I did it with fulleditmode if I forgot to select the option at first. I can confirm it's only for partner and not spouse. When I started playing them, I even had to get their romance bars up and make them partners with the in-game interactions. I was so confused because they wouldn't sleep in the same bed together and I thought I had made them partners, so I even went back with the cheat and tried it again and it still didn't take. I even complained in my group chat when I saw the "become romantic partner" interaction show up...
This was also on my save file with no mods or cc.
Community ManagerI also noticed partner relationships don't save to the library/gallery. Whenever I'd place them they'd lose their relationship. This didn't happen with engaged or married sims.
I noticed that happens when they become partners in live mode as well. Not only when you use the cas.fulledit cheat. The game still recognizes them as partners in live mode tho, just not in CAS, so you can’t do anything partner related in CAS.
