Same issue here.
My game experiences simulation lags as soon as an infant is part of the household. All interactions with the infant get stuck and take several 'Sim hours' to activate... when they don't fail entirely. On top of that, all the Sims in the household constantly cancel their actions to interact with the infant, which makes the issue even more complicated.
Same for me on all points here
