This exact thing just happened to me. It happened at 10:40am so I exited without saving and re-loaded, it happened again. I restarted the game without saving, it happened again. I moved to another family and 10:40 came and went but nothing happened, I went back to the original family and a few in-game-minutes later, the child died of neglect again.
