Same thing keeps happening to me.
If I try to place the garage mural in build mode, it's invisible and undetectable. Once placed, if I try to save, my game completely freezes.
If I load into a lot that has the garage mural while in live mode, and then try to save my game progress, my game completely freezes.
I can restore a lot to a saveable status if I delete the wall with the garage mural, but that's easier said than done if it's invisible and undetectable.
