When goo starts oozing out of the floor grate by the bathroom in 19 Culpepper House, you can't click on the grate to try to repair it or complain to the landlord, unlike the other TLC apartment emergencies (leaking water pipes, sparking utility panel, rats, insects and odor) where you can click on the water pipes, utility panel, etc. to either try to repair or complain to the landlord. I haven't noticed goo emergencies in the other TLC apartment (1313 21 Chic Street) when I've had sims living there; I don't know if the apartment doesn't have a floor grate for goo to ooze out of, or I just haven't played long enough in that apartment to have it happen, as it seems to be a rarer emergency than the others.
Once the goo is mopped out, the apartment residents will repeatedly get the Goo Gross Out moodlet even without any more goo oozing out of the grate.
Addendum: The floor grate in 1313 21 Chic Street is in the bathroom. Currently playing a new game in that apartment, will see if I get a goo emergency there, and if I can target the grate when it does.
