Been having this problem for literal years, but neat sims very rarely have the option to have a cleaning frenzy. They also leave dishes around often, meanwhile slob sims often do clean up after thems...

My experience with this is that "Cleaning Frenzy" will show up, but they'll only do the butler actions of wiping down desks, etc. but not actually cleaning up the stuff that needs cleaning. Meanwhile, the slob in the house cleans autonomously as well as cleaning when I click on the "fun" need. I've also been having this issue for years, but I'm currently playing with Bob & Eliza Pancakes. Bob shouldn't be doing (and enjoying) the cleaning while Eliza repeatedly polishes the desk.
