[COL] NPC roles assigned to multiple Sims (Sometimes duplictes)

I'm also having this problem. I have no mods and can replicate this on new saves. It's not just Henford, it's the sages in RoM as well as other NPC jobs in other packs unfortunately. On PC.

I'm having a similar problem, but my Henford townies are just being replaced with random sims. Also, no one ever tends the garden stall anymore. I've seen Agatha around in the world, but not Agnes. I've not had any problems with Realm of Magic NPCs so far.

I started a new save after the latest update. Game is fully updated with all packs, kits installed. Mods are still switched off since the update. I noticed that playing in Henford-on-Bagley all NPC like the groceryshopowner, mayor and the creature keeper are double in the game. The once you expected like Michael Bell and Kim Goldbloom but also a random (ugly sims with an overload of accessoires) NPC. The OG sims are fine and alive so a replacment wasn't needed. 

I notice this too when starting up a new save some of the townies NPC in Henford-on-Bagley had been switched to random townies. Like Michael the creaturekeeper was not there as was not Mayor Lavina and her son. Notice it as well in the Ravenwood too that the Leonora order had random townies assigne as orders member despite the ones that are usually the members had the missions too. I have not check the other areas were the townies are feature if they still are in the townies or still there. This occured with the saves that are created after the latest update. I am on PC without any mods or cc.

I also created a new save and went to the bar right after starting the game and there was a random mix of the NPCs being reassigned. Often the bartender and Agatha were fine but everyone else was different. No mods in at the time and I even went back to an older base save and it happened there too.

I have this issue but in Ravenwood with the Order of Lenore. 

Also Edith keeps being duplicated with a random grown npc standing next to the well and having same social interactions when clicking on them. It's a 50/50 shot of catching Edith there and not a random npc. 

Edit: I'm playing same save as I had before the update. 

Edit 2: Now the same is happening with fairy council npcs, mainly Care Ren has a different npc in her place from time to time and also Apothecary dude get's switched with some random npc.
